Everyone wants high quality education, but an enduring problem is to reach agreement about what those words mean. Much of the national agenda for education, and some of the school improvement and school effectiveness literatures, can appear to take it for granted that there is a consensus about quality, when in fact it is an issue which merits debate. That debate might contribute to greater clarity and coherence in school leadership. Perhaps even more importantly, wider debate about the meaning of quality in education may help to give expression to teacher's own deep beliefs about the purpose of their work, and the sources of their motivation.
