The setting for this story is Moat Community College, an 11-16 school situated in an inner-city neighbourhood of Leicester. The improvement focus is the 1999 Summer Literacy School. Recreational summer schools funded by the local authority have been part of the college’s community programme for many years. This story is different, in that it is an account of a summer school prompted by a well funded initiative from the Department for Education and Employment’s (DfEE) Standard and Effectiveness Unit. The purpose: raising educational standards The target group: those Year 6 children who have achieved level 3 in their Key Stage 2 English tests or who are still insecure at level 4, Level 4 being the average level of those who transfer to secondary school at age 11.
