The article summarises the findings of the first stage of a major research project which is investigating how highly effective headteachers influence school outcomes and pupil achievement. The theory and methodology are based on the work of the American psychologist David McClelland, who outlined the competency approach as a means of identifying the key characteristics of highly effective performers in specific jobs or roles. The article identifies the different ways in which highly effective headteachers work to improve school outcomes and raise pupil achievement. The detailed evidence was collected from 27 highly effective headteachers (14 primary, 10 secondary and 3 special) by lengthy interviews with experienced senior education consultants. Analysis of the interview data revealed fourteen characteristics as significant to the ways headteachers successfully effect school outcomes. All the characteristics and personal qualities and attributes were identified by the headteachers and not by the researchers. At the next stage of the project there will be a detailed investigation of how characteristics combine according to different contexts. These contexts will include size and type of school and improving/failing school (macro level) and specific incidents such as ineffective liaison with governors (micro level). At the third stage it is proposed to look at the implications of the findings for the training, development and support of headteachers.
