In his important book, Liberal Purposes, William Galston argues against the commonly held position that state action and policy is or ought to be neutral among ends. He demonstrates that, despite their professions of liberal neutrality, the most important liberal theories presuppose nonneutral accounts of the human good and cannot help but do so. Liberal theory and practice rely on value judgments about human well-being that are largely independent of individually defined tastes and interests-for example, judgments of health, comfort, and aesthetic satisfaction. Liberal principles and programs take for granted the need to pursue specific ends, such as security, the relief of misery, and the development of the capacities of children. Promoting these ends entails valuing some instutions, character traits, and actions more than others, moreover, and sometimes implementing state policies that encourage or require some and discourage or forbid others.
