Thinking back upon the fracas over self-determination at the 1919 Conference at Versailles, former Secretary of State Robert Lansing recorded that the concept was "loaded with dynamite... It will raise hopes which can never be realized. It will, I fear, cost thousands of lives. In the end it is bound to be discredited, to be called the dream of an idealist." Today, new struggles under new flags in the former Yugoslavia and former Soviet Union remind us of bloodshed in Biafra, Kurdistan, Bangladesh, and the Confederate States of America. Self-determination unfolds its pockmarked history, including skepticism.
