Isi artikelOligopolists have incentives to distort their output decisions if they perceive that market - shares differences across national markets can be used as evidence of the existence of implicit trade barriers and the need for results - oriented policies, such as VIEs. This distortion constitutes an important indirect effect of adopting VIEs as policy options. This effect exists even if negotiations over VIEs fail to produce an agreement, as has happened recently. By considering both direct and indirect effects, I show that adopting VIEs as trade policy instruments may produce unintended effects such as hurting the firm petitioning for assistance or facilitating collusive outcomes.
