The ruling coalition's defeat in the House of Councillors election last July set the stage for a gridlocked Nation Diet, with the House of Representatives controlled by the Liberal Democratic Party and its coalition partner, the New Komeito, but the upper house dominated by the opposition Democratic Party of Japan.
