In the period since North Korea conducted a nuclear test on October 9, 2006, international diplomaticy focusing on the Korean Peninsula has undergone a major shift. The tensions that prevailed immediately after the test now seem no more than a distant memory. Washington and Pyongyang have engagrd in direct negotiations at frequent intervals, the accord reached at the six-party talks (among China, Japan, the two Koreas, Russia, and the United States) is finally entering the implementation stage, and to some extent the brakes have been applied to North Korea's nuclear weapons program. And now the top leaders of North and South Korea are about to hold a summit meeting for first time in seven years.
