It appears that the subprime mortgage crisis, which began rocking the world's financial markets in mid August, has eased off. At the least, the curtain has come down on the drama's first act. Perhaps a second act will follow, depanding on how American housing prices move and what turns up in the annual settlements of securities firms and other institutions, but the market is in a relatively optimistic mood. We should say that for the time being, the earnest response by the US Federal Reserve Board, the European Central Bank, and other central banks has worked to good effect. But have the problems truly been resolved? In a context of sophisticated financial techniques and aggressive operating stances of Western financial institutions, have the speculative bubbles brought into being by excess liquidity been fully deflated?
