Imagine a race of worms. These creatures would love to live together as a moral community but they do not. For, much as they would love this, they are simply too spineless, too selfish, and too weak to bring this demanding task off. Still they can dream, and so they do. They like to fantasize about a world where they are less spineless, less selfish, and less weak, and they talk and argue together about what, in such a world, they would govern their lives together by if only they were in better shape. In doing this they are going through the motions of codeliberation rather than engaging in it for real. Echoing an ancient analogy, they are like a city that is addicted to the designing of systems of law but whose people are incapable of anything but anarchy.
