As demonstrated by the legislative process and general alections, group decision constitute a common, important political concern. As such it can be surprising to learn how difficult it is to identify an election procedure which accurately captures the :will of the people." Certain of the major difficulties which plague standard voting methods are reviewed in a recent Ethics article where Mathias Risse emphasizes the perplexing group decision complexities of "indeterminacy" and "multiplicity" and the negative message of Arrow's theorem. While Risse accurately identifies certain key problems. I argue that his main points vary between being questionable and wrong. Beyond critiquing his article, my purpose is to describe an alternative approach for analyzing group decision processes which, by concentrating on the will of the people, explains and eliminates all Risse's concerns.
