The implementation of nine year compulsory basic education is directed to all citizens without differentiating group, religion, ethnicity and social economic status. However, if we consider people in the rural areas with low level of education and low income, this initiative is still far from its onjectives. This article addresses this issue. The steps needed to be initiated in the field of public administration.
