The change regional and international political order as a result of the end of cold war has caused feelings of relief and worry (concern) in the Asia Pasific countries including ASEAN. The objective of this paper is ti understand the meaning of ASEAN existance in the midst of new strategic environment which is formed by post-cold war and to understand ASEAN action against these circumstances. In fact, ASEAN existance is relevant in the postcold war era, because of ASEAN preventive diplomacy role as conflict defuser, which forms ASEAN Regional Forum (ARF) against regional and international political dynamics.
