The premise of the article is national education development will have no meaning unless it is supported by demand and capacity of the community. The objective of the study was to illustrate the degree community demand had on basic education specifically 9 year compulsory education. Method of analysis used Cobb Douglass functional model. Secondary data were taken from provincial data in eastern Indonesia 1994/1995. Factors analysed related to education demands are community income, manpower access, and on average direct costs per student. Community income and manpower acces had positive correlation on education demand.
