Non-food crops, in particular tree crops, have signification contributions to the country national income. Estate and industrial crops occupy about 45 percent of total crops land and represent 25 percent of total agricultural contribution to Gross Domestic Product (GDP). The high production growth rates of estate crops commodities were due to the integrated program of replanting, extensification, rehabilitation and intensification of the government. Agricultural policy instruments of Indonesia related to non-food agricultural commodities varies from one crop to the other. Except for sugarcane there are no clear government policies on non-food product pricing and credit policy. The development of rubber and palm oil planting have been promoted mainly throught (1) Nucleous estate and smallholders (NES) and, (2) the Perkebunan Inti Rakyat (PIR) schemes. The government program on rehabilitation and replantation of coconut has increassed production significanly. Sugar production and processing enjoy a considerable emount of subdisy which is embodied in the price of fertilizer and assintance to farmers under the Farmers' Sugarcane Intensification Program (TRI = Tebu Rakyat Intensifikasi). Another possible way to increase estate crop production in through investment policy which come from both domestic and foreign investors.
