Big cities in Indonesia are facing severe traffic congestion especially during peak hours. Besides traffic congestion, air pollution also is caused by motor vehicle. Society complains that this situation is unbearable for human livehood. This study was designed tp provide solutions in reducing to provide solutions in reducing traffic jams in big cities of Indonesia. The study concluded that 1) the implementation of an exceptional system through colored stickers to decrease traffic congestion and exhaust gas emission will reduce the use of gasoline, and 2) Private vehicle owners accepted the cost of handling traffic congestion between approximately $ US1.00.
