RI goverment administration system practices the concept of constitutional democracy, where the authority is divided into three prongs aof authority namely the legislative, executive, and judicative authorities. The phenomenon of the three authorities is applied based on the 1945 Constitution. Due to the practices of constutional democracy, the Peoples Consultative Assembly (MPR) is entirely in the hands of its citizens representing the highest sovereignty in Indonesia. On May 1998, democratization was initiated by reformation in Indonesia. MPR made several amendments to the 1945 Constitution. The result of these amendments were efforts to limit executive authority of presidential functions within the implementation of goverment administration system.
