Corruption is a complex phenomenon that can be consederet based on different points of view. With all experiences, it is still hard to understand the underlyng factors of crime. In a perfect society, the presence of legal norms and regulations developed without conflict and is integrated in society because human behavior has become part of the legal norm originated in economics, politics, law, culture, organization, and others. Corruption is indeed a crime having high potential to be unreachable by the hands of criminal law, thus it must be developed in a special way to deal with corruption. The goverment and law officers must be aware that corruption exists because of hundreds of motives and to change human behavior the ruins social order in society.
