This paper describes the needed leaders and leadership for realizing the autonomy of higher education. It is argued that the higher education has to be able to become a learning organization. In the organization learning process, leaders who are willing to make significant changes are extremely needed. Also, both leaders and followers must have a long-term vision. The leadership capacities for implementing the higher education autonomy include: (1) knowledge on the industries and education organization; (2) strong relationship with related institutions; (3) acedemic reputation and achievement; (4) managerial competencies; (5) high integrity; and (6) motivation and energy for encouraging organization progress.
