Decentralization is a tool for implementing democracy in Indonesia that has to be done in a local domain policy. The very important thing is participatory development planning that to be based on partnership between (local) state and society. The main problem is how to encourage these subjects to create a new cooperation in developing their local area by two pillars: partnership and participation. This problem is to be more complicated by the existence of the local unconductive social phenomena. So, an excellent local leadership is needed by the society.
