One of the roles of an extension education officer as an agent of change is to work side by side with the society. This function is very important in relation to society empowerment. Society nneds help from the agent of change to solve the problems of the society development. An example of society empowerment program is the social safety net. (JPS: Jaring Pengaman Sosial). This program is aimed at reducing the population of the poor as well as increasing society's participation. In this context, the officer as the agent of change should act according to philosophy: working together with the society to promote the society learning process. It means that the society must accept the society's progress as an incremental result. Therefore, a concept that the development in the society empowerment is a development program from within is needed.
