The ownership of a house is everybody's right, in order to advance their quality of life. Furthermore, the right for a house is articulated in the vision of housing development in Indonesia, which states "Every Indonesian family should live in a proper house". At present, local government's attention on housing is still limited to the self-suported housing programs, based on the project and ad hoc. Usually there is no sustainable monitoring after the project has been done, which resulted in the decline on the quality of the self-supported housing projects. The local government plays strategic roles in the securing of the self-supported housing project sustainability. One of the major problems faced by the implementation of the self-supported housing national program at the city/regency level is the efforts in structuring and sinerging the national programs, which are usually ad hoc and project based, to become stuctural programs which are to be part of the local housing development planning. The linking of the national programs with the local development mechanism is expected to ensure the physical, economical, and social sustainability of the programs. This study identifies strategic issues related to the implementation of the self-suported housing program at the local level: (1) the lack of planning in the local housing programs; (2) lack of coordination and synergy between the program executor at the local government with others institution, both vertically (with the Central Government, Ministry, or Province Government) and horizontally (with the City/Regency government); (3) the lack of synergy between the government and the non-government actors (NGS) and the finance institutions as enabling factors in the self-supported housing programs This condition implies that the local government needs to integrate the budgeting for the increase ofthe self-supported housing programs to related Local Government Task Units (SKPDs). The local government also needs to found and activate the stakeholders forum in order to expand the community's capability in undertaking self-supported housing developments. The forum should be comprised of local businesmen, NGOs/NGSs/CSOs, and exerts/representative of the university.
