Local autonomy issue could not be separated from the decentralization issue because the source of autonomy obligation to the local government stems from the decentralization policy. Actually, autonomy obligation to a certain district is the manifestation of decentralization system of the government of a state. Decentralization concept itself in the public administration discipline is an approach and management technique that is concerned to the phenomena of delegation authority and responsibility of the higher level of government to the lower level. Decentralization policy is concerned to power relationship changing in the different level of government. There are different view among experts concerning to the scope of decentralization concept. Some experts such as Bird and Vaillancort (2000), Siedentopf (1987), Davey (1983), Ichlasul Amal and Nasikum (1989), and Mills (1991) employed the term of decentralization in a board sense. According to them, the term of decentralization covers either administrative decentralization or political decentralization. There is different notion of local decentralization between experts and the formulation and what is defind in Act that regulate the district government which ever held and the Act that hold now days, view decentralization only covers devolution or political decentralization, while administrative decentralization (deconcentration) are in the different position and do not mean decentralization. Effectiveness of decentralization model for regulating and overcoming the problem at the empirical level is heavily depended upon the accuracy of its application. In the united state government is not possible to find full autonomy at the local level and full decentralization as well through the center government regulation. The aim of local autonomy is to increase community welfare.
