Isi artikelParticipative, accountable, and transparent public service, which honors the rights and the dignity of the citizens, is one among other objectives to be realized by Indonesian bureaucracy as the consequence of the implementation of the new authonomy policy. It means that Indonesian bureaucracy should implement new approach, which accomodates values in providing public services to their customers as it is gueded bv good governance principles. Citizen charter is one among other strategies which can be utilized to realize participative accountable and transparent public services. This article is aimed to describe the study of Governance and Decentralization Survey (GDS), which promote and joint collaboration Center for Population and Policy Studies Gadjah Mada University with World Bank in 32 districs and 8 provinces, in Indonesia. By describing this study, the author would like to that the implementation of new paradigm to improved the quality of public services in the authonomy era.
