Fiscal decentralization enters into poverty alleviation strategy in a number of ways. The proximity of policy makers to the target groups reduces information and transaction costs of identifying the poor and helps in designing potentially successful ‘capacity improving’ and ‘safety net’ policies. The main purpose of this research is to reveal how the effects of government expenditure on poverty alleviation through dynamic interactions between economic growth and income inequality. The public spending on education and health is considered to be appropriate policies for “pro-poor”, while the public expenditure for health sector significantly effected on all poverty indicators, such as poverty iieadcount, poverty gap, dan poverty severity.
