Abstract
In this dissertation, two frameworks are considered for the telecommunications industry—one theoretical and one empirical. Chapter 1 discusses two distinct but closely related features of the economics of regulation: regulations under asymmetric information and the transaction cost view of economic relationships. The goal of the asymmetric information framework is to explain how the design of inside incentives can affect the behavior of the firm, while the transaction cost view aims to emphasize how the political process in economic mode affects firm or industry performance. In Chapter 2, under the asymmetric information structure, an optimal regulatory policy is designed for a market where a natural monopolist produces a good which is combined with another good that can be produced by the monopolist or by other firms. It has been demonstrated that, under asymmetric information structure, the optimal regulatory policy where the regulator can condition the downstream market structure on the monopolist's cost report to the regulator can significantly enhance social welfare. In Chapter 3, a descriptive overview of general trends of telecommunication reforms undertaken in the Asia-Pacific region has been made in view of organization theory. First, I examine how the telecommunication reforms in the region have proceeded and what principal issues have been generally addressed in the reforms. Then, the two most important issues in the telecommunication reform, privatization and liberalization, are examined. In Chapter 4, based on the view point of the transaction cost economics that an efficient economic organization implies a well-specified legal system and a well-specified and impartial third party of government to enforce the legal system, I examine how and to what extent, if any, the social and institutional endowments have affected the countries in the Asia-Pacific region on the crucial elements of the telecommunication infrastructure, such as network penetration and efficiency. Finally, major findings in each chapter are summarized and theirpolicy implications are provided in Chapter 5.
