The biotechnology was conclusive in the changing North-South relationship; it was a tool of domination and exploitation. Because of the biotechnology, the bargaining position of the South had been weakened by the replacement of export commodities and the expropriation of biodiversity bonanza. While on the other side, in economic term, the North had become more independent than before. The South that still had struggled for its development need biotechnology for exploiting its biodiversity resources, but there were hindrances in the technology transfer. This paper describes how MNC moved to control biotechnology and how it created barriers for technology transfer; however for some developing countries that had strong and relatively clean states were able to overcome the barriers.
