Transfer of technology can only be executed by cooperation. Civil is very easy said that to transfer of technology is the same as technological transfer. Technology that make a move or change over from one place to other place or from one state to other state. However, problems of course is not simple matter. Related, problem in and its surroundings is much more complicated and sophisticated from above mentioned civil congeniality. Convention, International agreement and law on Patent for technology state represent effective protection for technology, On the contrary, for state requiring technology represent weapon which is an effort to obtain technology.
