Deliberations on the government's civil service system reform bill began during a plenary session of the house of Representatives on May 15. The reform of the civil service system -an issue since the days of the Hashimoto Ryutaro administration in the late 1990s-had long been placed on hold. But in June last year the government established an expert panel headed by former University of Tokyo President Sasaki Takeshi to study this issue. With this, the topic became the object of a comprehensive review and thorough debate, covering such matters as the gaps between the official system and actual practices and the shape of the personnel system. And following the information of Abe Shinzo administration last autum, civil service reform seemed to finally be headed for implementation.
