The record keeping of payments into Japan's public pension schemes has been so mismanaged that properly kept records almost seem like the exception rather than the rule. The Social Insutrance Agency is reportedly unable to identify the payers os some 50 million contribution into the National Pension Plan (covering contributions into the self-employed and providing a basic pension for participants in other public schmes), and additional lapses have recently come to light, including the failure to log 13,4 million contributions into the Employees' Pension system (mainly for workers at private-sector enterprises) and 360000 contributions into the Seamen's Insurance system.
