Public pensions are one of the main sources of income on which most Japanese expect to rely in their old age. Workers willingly pay their contributions to this system in the knowledge that after retirement they can expect relatively reliable payments in return, and people plan their household budgets with these eventual payments in mind as they seek a balance between saving and consumption during their working years and decide how much they will be able to spend when they no longer work. But confidence in this system has been rocked by the ongoing scandal in The Social Insurance Agency, which was discovered in May 2007 to have mishandled 50 million payment records, making it impossible to identify payers and potentially preventing them from collecting the benefit they are due. This has slown that the republic system meant to support the people's postretirement lives is rotting from the inside. In the wake of this revelationthe government responded in an unacceptably sluggish manner, earning it the wrath of the Japanese people, whose trust in the system had been betrayed.
