It is the year when the Chinese government acknowledged that it is a fundamental government responsibility to ensure that every citizen is able to enjoy basic health care. During the 17th Congress of China's Communist party in October 2007, vice minister of health, Gao Qiang made it clear that the government is working on a health-systemreform agenda. His statement that, "all Chinese people in urban and rural areas will have basic medical care and health services by 2020," is a major commitment for change.
