Late in 2003, a Medicare reform bill, known as the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, was enacted bringing changes to Medicare beneficiary coverage and to health care providers’ operations. Contained within this bill was the long-awaited prescription drug benefit, which still is not clearly understood in the areas of cost in Medicare funding and extent of benefit to Medicare beneficiaries.
