We have all recently heard about or seen the movie The Perfect Storm. A storm so large and encompassing, the devastating effects are felt an amazing distance away from the storm’s center. In October 2000, the Health Care Financing Administration (HCFA) implemented this version of the Planned Perfect Storm in the guise of PPS, the Prospective Payment System. The regulations are so large and unwieldy that every aspect of the patient’s home care experience is affected. From the individual patient and his or her family to the nurses and agency providing care, and even further the physicians, local durable medical equipment (DME) suppliers, and even community resource agencies and churches, all aspects of the home health care field have been affected by the waves of PPS.
