The Health Insurance Portability and Accountability Act (HIPAA) went into effect on August 21, 1996. It was signed by President Clinton into law on that date, and with this law came far-reaching mandates relative to national uniform electronic standards for insurance claim processing and patient confidentiality. This part of the act was reportedly focused on reducing administrative costs and paperwork within health care entities.
