Isi artikelOperating telecommunication may imply of social aspect containing obligation to extend in service covering rural area and remote area. This obligation called as universal service obligation (USO). In such countries as AS, australia, india, peru, the USE serves not only for rural and remote service areas but also prepares telecommunication service accessible for certain social group, social institution, public service centre, etc. Therefore these activities are also named as universal access. Law No. 36 of year 1999 about telecommunication asserts that network operator and / or telecommunication service are mandatory to obtain universal service, including network supply or telecommunication service, contribution fee for interconnection component, etc. Implementation of universal service obligation (USO) being of dilemma to state own enterprise which operates telecommunication sector, since the mandatory task of the USO could not be put on a certain operator which in one side the task may create a condition of market monopolistic, whilst in another side the task requires expensive fund for building technology infrastructure.
