The government has responsibility upon the curator duties in serving the public. Ministry of Law and Human Rights should educate and develop the curator and administrator to be accountable, professional and independent by way of (1) conducting education and exam for curator and administrator, (2) issuing implementing regulations, (3) conducting registration for curator and administrator, (4) submitting the list of curators and administrators to the commercial courts, (5) facilitating the international cooperation in the area of bankruptcy law. Balai Harta Peninggalan as the state curator and administrator needs continuously to improve its quality in human resources, reinstate its power through law of BHP, and revamp the organization and procedure.
