One of the legal bases of Land Reform Program in Indonesia is Article 56 (Prp) Year 1960 known as Land Reform Act. The Objective of this act is to raise the economic life of the farmers, which group is the biggest social group in Indonesia. To know the effectiveness of Land Reform Act enforcement, a research was made in Gowa and Maros regencies, South Sulawesi Province. The population of this research is composed of all the officials in charge of land documentation and the Head of the National Land Affair Board. The sampling method is purposive sampling. The technique employed in collecting data is the questionnaire, which is followed by interview in order to obtain accurate data.
