In a recent article, Tony Saich (1994) called our attention to the fact that the Chinese Communist revolution was a series of “local revolutions.” Unless we go deeply into the localities, carefully examining the social structure and networks, patterns of elite dominance, and local politics of these communities, it is not likely that we can obtain a clear picture of the actual process and dynamics of the Communist base building and the reasons behind the success in its revolutionary mobilization. Since China is so huge, we consistently find elite power, local customs, and Communist influence varied from area to area. Social breakdowns caused by the Sino Japanese war also varied from region to region, producing differential impacts on localities. In some areas, these sociopolitical forces created distinctive political opportunities for the Communist Party to penetrate local communities. Thus, to fully comprehend the Chinese Communist Revolution requires observing the revolutionary process from the bottom up.
