State enterprise reform has been an ongoing process ever since China opened its door to the outside world in the late 1970s. This process entered a new and bold phase in September 1997, when, during the Fifteenth Congress of the Chinese Communist Party, Premier Zhu Rongji set a target of three years for the completion of state enterprise reform and the government adopted a firm stance to “grab the big but let go of the small” enterprises (zhuada fangxiao). To improve efficiency and standards of management, enterprises were given greater latitude to transform their ownership structure. Insolvent enterprises would be allowed to go bankrupt. With cost control a major concern for state enterprises, massive worker layoffs became unavoidable.
