I begin this article with an account of the context2 in which satellite television appeared, as well as the types of organizing which followed its introduction, in order to sketch out the emergence in the public sphere of new discursive sites. Although references to such a space might be thought premature, since it does not mirror the models of occidental democracies, I wish to anchor my thinking in the experience of the participants and in a phenomenological model of public space which is inspired by the work on civil society in regions outside the occidental sphere (Hann and Dunn, 1996) and by the recent developments in the anthropology of citizenship in Western Europe (Neveu, 1997; and especially Lucas, 1988), which have uncovered, on the margins of the formal and juridical model of public political space, new sites for the constitution of citizenship and of political subjectivity.
