Isi artikel
For the past three decades, the Department of Health and Human Services has required that all sponsored research be reviewed by an institutional review board (IRB). IRBs are defined in regulation (see Title 45 Code of Federal Regulations Part 46); in particular, federal regulations address directly the membership composition of an IRB. An IRB must be composed of at least five members— one member cannot be “otherwise affiliated with the institution” and one member’s “primary concerns must be in nonscientific areas.” The former is often referred to as the community member and the latter as the nonscientist.
