the writting attempts to clarify the emergence of the branches of the science state funds/finances (public economy), which first originated in the 17 and 18 Centuries in France and Britain. The dissatisfaction which followed the development of this theory led to the emergence of the classical theory which was contained in the teachings of .4dam Smiths's wealth of nations published in 1776 From these two teachings was born thought of how the role of governmnent in the public economy should exactly be. There was indeed an increasing awareness about the importance of the theory of government finance because of the increasing intensity of government intervention in the market mechanism which it is believed. can inferfere with the development of the private sector. Meanwhile on the otherhand, government intervention in regulating the economic activities is very desirable to developing countries like Indonesia, through for instance. development plans. This interference of government in the operations of the market mechanism. especially in developing countries. are ulti mately carried out in form of government projects which are then controlled with utmost transpa rency in order that efficiency in the public economy can he achieved, so that it can give us con fìdence to compete with other countries during this era of globalization.
