The world of business and state bureaucracy are mutual partners which inevitably need each other. This relationship of course, requires, to be built by both partners. This means that the changes which are effected by the bureaucrats must soon be followed by an appropriate adaptation by the business world, and vice versa The unavoidable phenomenon accompanying the rapid economic growth and the develop— menLv in the world of business is the emergence of conglomeration. It is thought that process will even increase in intencity with the expansion at liberalization in the world of business. in which Indonesia has been no exception. The development has more or less changed the vision of trade in Indonesia from, the culture of trade paternalism to that of trade professionalism. This writing suggest to necessity for Indonesian bureaucrats to adapt in supporting the process of tranformation In tile world of business in Indonesia by giving a feed hack in the relationship between the business world and the bureaucrats which, is characteristically interpersonal and paternalistic to became more impersonal in nature For that matter, the logic is that if economic deregulation calls for political deregulation. then there will not be any demand of economic liberalization from the political liberalization.
