Isi artikelDespite the threatening from disintegration, the implementation of law no. 22/1999 has given a more optimism to the local government for the arriving of the "real autonomy" era in Indonesia. By agrreing the bill became thelaw, it is meant that Indonesia Central government has a political willingness to realize the fundamental autonomy principals by giving more power and freedom to the local government. In this article, the author proposes the concept "local democracy model" to understand th Indonesian Central government's decision to adopt this law. Here "local democracy model" is understood as an autonomy which stresses in the District level (DATI II) or city level (Kodya) where the head of the district only given the authority as administrator who has to give his responsibility to the local parliament (DPRD). It is meant that "local democracy model" also adopts clear separation of power between executive and legislative, which in the future will give possibility for legislative to control the executive as an instrument to empower the local people.
