Harold silver the english educational historian in his 1977 survey essay entitled aspects of neglect : The strange case of vistorian popular education lamented the tendency of hisorians of victorian education to concentrate n the structure of educational systems, the motives of providers. The consequence silver asserted was neglect of questions relating to educaional realities to the impact of education to its role in cultural and social processes. Silver warmed that this neglect threatened to burden the history of victorian education with twentieth century streotypes and suggested that addressing this questions was necessary "to see education not just in context .....
