The association masks the full significance of Counts's thought and career as a scholar, teacher, public intellect, and politician. Deeply influenced by Albion Small and other Chicago sociologists, Counts sought to develop the social study of education as a balance to increasing emphasis on psychology and child study and to advance understanding of education as a vital institution of social regulation and reform. His views have continuing relevance to educational problems today and deserve reappraisal.
